Sadly willing to win at all costs will make certain scrupulous players do the inevitable, shameful, cheating actions against norms of being a good player. Beware now the technology with hidden cameras will eventually show the cheaters.
How about those who cohort results? Drawing or resigning when winning or just turning up late to give away the point. Players will do anything to ensure a win or buying the win. May be FIDE should look into this aspect of cheating.
Not just banning from a tournament or to disqualify them but suspend them say for six months or a year, to justify the magnitude of the problem.
